Dr. Mills began his career at the Palo Alto Veterans Administration Medical Center as the chief resident of the department of psychiatry and the acting director of the psychiatric evaluation unit from 1977 to 1978 as well as the director of the psychiatric evaluation unit from 1978 to 1980.
Before embarking on his professional path, Dr. Mills pursued an education at the University of California, Berkeley, earning a Bachelor of Arts in intellectual history, cum laude, in 1967. He continued his academic efforts with a Doctor of Jurisprudence at Harvard Law School in 1970. He concluded his studies at the Stanford University School of Medicine in 1975, graduating with a Doctor of Medicine in psychiatry. Following these accomplishments, Dr. Mills refined his skills through an internship and residency at the Stanford University Medical Center between 1975 and 1977.
As a testament to his stellar accomplishments, Dr. Mills has been presented with a Distinguished Service Award from the American Society of Law & Medicine and a Bronze Medal from the 28th Annual International Film and Television Festival of New York for "In the Absence of Angels - A Report on the Homeless Mentally Ill Chronology" in 1985. He was likewise presented with the Harry C. Solomon Award from 1981 to 1982. Appointed as the Commissioner on Mental Health in the Commonwealth of Massachusetts at the age of 35, he was additionally recognized as a Fellow of the American College of Legal Medicine in 1978, a fellow of the Pacific Rim College of Psychiatrists in 1986 and a Distinguished Lifetime Fellow at the American Psychiatric Association in 2010. Attributing his success to his luck, hard work and intelligence, Dr. Mills hopes to continue helping others in need in the coming years.
