Did you know that approximately 1.5 million individuals in the U.S. lack insurance coverage due to falling into the coverage gap? Notably, forty percent of those in the coverage gap reside in Texas. Under the Affordable Care Act (ACA), states have the option to expand Medicaid to cover more low-income individuals. This expansion aims to provide health coverage for people who earn too much to qualify for traditional Medicaid but not enough to afford private insurance. Additionally, these individuals do not qualify for health insurance subsidies. To date, 40 states, along with Washington, D.C., have adopted the expansion, with South Dakota and North Carolina being the most recent additions in 2023. Among the ten states that have not adopted Medicaid expansion, Texas and Florida have the highest numbers of affected residents. Texas has very limited Medicaid eligibility and, as a result, a large uninsured population.
As of now, Texas has not chosen to expand Medicaid under the ACA. This decision has sparked ongoing debates about the potential benefits and drawbacks of expansion. Supporters of Medicaid expansion in Texas, including the Center for Public Policy Priorities (CPPP), the Texas Hospital Association (THA), and the Texas Medical Association (TMA), argue that expanding Medicaid could improve health outcomes, reduce uncompensated care costs for hospitals, and provide economic benefits through federal funding, in addition to enhancing access to care for patients. Conversely, opponents such as the Texas Public Policy Foundation (TPPF) and the Texas Conservative Coalition (TCC) raise concerns about increased state and federal spending, the potential long-term financial impact, and the possibility of greater government involvement in healthcare.
Your support for Medicaid expansion in Texas and other states that have not yet adopted the expansion could provide coverage for over one million low-income individuals, a population particularly vulnerable to disparities in access to care. These are people we all know or meet in our daily lives!
